again, parallel lines have the same slope. if you need to find a parallel line of this given line, the slope will be -1/3. (-1, -3) is your given point and you'll use point-slope form to get your new line. plug in your slope and your given point. y - y1 = m(x - x1) y + 3 = (-1/3)(x + 1) ... distribute (-1/3) y + 3 = (-1/3)x - (1/3) ... subtract 3 y = (-1/3)x - 10/3 would be your new line.
