How would you solve this problem? ((2x^12y^3)/(x^10y))^-5

There is no equals sign. Are we looking for x, or y? Either way, with the -5 exponent outside the parentheses, you can multiply that to each exponent in the fraction to get rid of it. I'm not sure what you mean by 2x^12y^3. Is it an exponent within another exponent?
