I think what  determines if an element is a solid or liquid at room temperature is the intermolecular forces present in these substances. These intermolecular such as London dispersion forces and dipole-dipole attractions dictates how each molecule in a sample of a substance are attracted to each and with this degree of attraction the phase can be determined.
