What developments produced the second industrial revolution in Germany and the United States?

The revolution was possible due to the availability of natural resources (petroleum), strong government, transportation methods, power supplies, and a high amount of laborers.  Specific people involved are Andrew Carnegie who dominated the steel industry and owned J.P Morgan; Alexander Bell who created the telegraph.
