Why did the Dutch baroque movement differ from baroque movements in France, Spain, and Italy? Dutch artists used different techniques. The Dutch were protestant and their art did not focus on the Church. The Dutch baroque style was similar to late Renaissance art.

The best answer, for me, is that the Dutch artists used different techniques. Low countries have witnessed a different development in terms of their culture and the Baroque movement did not influence these places that much.
